On receipt of the above information petitioner applied to the

officials of the locality and received a certificate which he

presented to the Russian Consul at Hongkong and asked him to

obtain the compensation for her, but the Consul told her that

the compensation had already been paid over to the Chinese

Consul at Vladivostock. Two years have now elapsed and the

compensation is still unpaid. Petitioner therefore prays Your

Honour to communicate with Mr. Li Ka Ngo, Chinese Consul at

Vladivostock and obtain payment of the compensation and

will be ever grateful.
